Noi Bai - Lao Cai expressway project is funded by ADB’s loan 2391/2392 VIE and Project management unit is Vietnam expressway Corporation (VEC). The targets of this project are: (1)  constructing a 244 km length of expressway, including 10 interchanges with tolls and 5 service stations, starting at Noi Bai and ending at Lao Cai, Chinese border in North - West area of Vietnam; (2) building electrical systems, tolls, other related equipments, and machines for operating and maintaining the expressway.

This project shortens the international transport from western provinces of China and Cunming city to Hai Phong port of Vietnam. The highway also contributes in improving the internal trade in north west area. This is the first project of expressway network system in Vietnam.  

The project divided into 08 constructing packages and 02 equipment packages, be constructed in 2 stages: Stage 1 build whole 244km of expressway including: Noi Bai – Yen Bai section (123km) with 04  lanes, Yen Bai – Lao Cai section (121km) with 02 lanes. Stage 2 expands Noi Bai – Yen Bai section into 06 lanes and Yen Bai -  Lao Cai section into 04 lanes.
